Addressing such issues can often be done more effectively through regional and multilateral cooperation. <\/span><\/p>\n<p><span style=\"font-family: 'Arial',sans-serif;\">On 27 April the European Commission and the High Representative for Foreign and Security Policy adopted and published a Joint Communication on an integrated EU policy for the Arctic.
